Max points for each skill - Guild Wars Forums

When I LFG for UW I am asked what is my max WS? Well, I can't get it past 12, thats the limit. But they are looking for 16. I am an infused level 20 R/Me. When and how do I become able to raise my skills to 16?

ws headpiece and a superior ws rune

As soon as you get the right mask and a superior rune of wilderness survival.
